Do the police come to check your new address in Japan?

When I first arrived in Japan, the day after I arrived, the police knocked on my door. He didn't say much, just took down details of my residence card and left.

I assumed it was taking down details of potential witness for a nearby crime, because my details were also taken when I witnessed a car accident.

But I've just moved apartments and it's happened again: police knocked at my door, took down my resident card details, asked about my phone number and job, and how long I've been living there.

My Japanese isn't good enough to ask why he was there, but since it was so close to my moving date both times, I feel like it must be related to the address change.

Can anyone enlighten me?
